Hello,

Does "raise a question" mean the same as "ask/pose" a question?

"Questions were raised about the investion."

Can "ask" and "pose" be used to substitute "raise" in this sentence?

Yes, but raise collocates better here, as it does with raise concerns. Raise carries a meaning of bringing to public attention which pose and ask do not.

The American Heritage Dictionary offers this (somewhat) related comment:

Broach, introduce, moot, raise These verbs mean to bring forward a point, topic, or question for consideration or discussion: broach the subject tactfully; introduce a tax bill before the legislature; an idea that was mooted before the committee; raised the problem of dropouts with the faculty.
