#1 and #3, if logically correct, are so convoluted that they should be abandoned as unworkable. #2 and #4 are OK structurally, though I cannot understand the semantics of #2: permission is not granted to senior citizens?

The only one that I would accept as normal is #4, though cannot is preferably written as one word nowadays.
