1. Yes (but I'd replace "for" with "as").

2. In all cases, when all the factors are considered, the only important ones [are what you want and need from a relationship].

In other words, it's a phrase that "boils down" an issue to its essence. There are other factors that confuse the issue, but they are not actually important.
