I think there is more than that.
The piece you have given us refers to something else that you have not included.
Probably something like: The fact that XXX is still happening to People from this region of the world is "off-putting". |

It started out as the verb, to put off. If something puts people off, it affects them negatively somehow -- makes them disgusted, gives them fear, or something else.
