Is costs singular or plural? Is the following sentence correct?
The societal costs for vehicle occupants riding with teen drivers involved in crashes was 1.8 billion dollars in 2005.

'Costs' is plural: 'The societal costs...were'.
The cost is humongous
The costs are humongous.
