Preventing country X's nuclear program, country Y gave a impetus to stop it.
It should be an impetus, but even with that improvement, it is not clear what you mean here. If you mean that fear of X's nuclear program impelled Y to try to stop it, then maybe you would write it as:
Country Y's impetus to stop Country X's nuclear program was Y's fear that X would have or use nuclear weapons.
