I don't think winky loves him. Because if she really loves him she would say: "Yes I do" and not "oh yeah, oh no, oh perhaps..."
I think, in this topic, winky has a similar point of view as I have. I mean: She rather looks for a long-run than for a hot and spicy chicken.
Let's not guess whether she loves him or not, not now, because I think she doesn't know it herself 'cause of lack of experience.  (I only talk about my own point of view.)
If I was her, and if really value him as a friend or a future boyfriend, I would cut my relationship with him for a month, then talking with him again, maybe asking him whether he wants to have a walk to any place or so.

Let him cold. Don't answer his letter.
Maybe he is just interested in you because he just wants to have any girlfriend.
If he still runs after you next year, then you can go to cinema with him.

The girl has used this method on me and now after 3 or 4 years I'm still running after her. So maybe this could be a concept. Of course I'm only talking from my point of view, that's why it's a suggestion:

If I were that guy I will feel VERY upset and dissapointed if you don't answer the letter 'cause I'm trying to do something. there is a difference between "love tactics" and "plays"

the fact that HE feels upsaid, because HE can't deal with the fact that SHE is not HIS possession, has nothing to do with HER. It has to do with that boy being too immature and full of fantasy.

I did as ad-miral said---I didn't answer the letter!
However,he wrote another note to me,the note read:
Winky.Maybe I will transfer to another high school in another city,because my parents want me to have a better education!But I like to stay here,I don't want to go to another high school,and I feel myself unable to leave you!What should I do ?
Oh~I am confused again!

Easy answer. Tell him to go to the high school that is best for him. Tell him to stay in touch, and you will see each other when he visits his home.
It's good. This lets fate (缘份) be the decider. You both need to do what is best for each of you, and let fate be the decider on the other things.

Well, that's exactly what happened to me, really. I also had to change school, not because my parents wanted, but because I wanted to go university earlier.
I said to her (the girl about whom I'm talking about recently): "Maybe I will transfer to another high school in another city, then maybe we won't see each other again. I fear that we will lose contact, but I like you very much I would be happy if we can have a date in a restaurant." 
She didn't answer this message then I sent her a message every one or two (or sometimes more) months. (You want to come to my birthday? My friends and I will play golf tomorrow, you want to come with us?")
I'm still running after her. That's the practical evidence of my recommendation.
And about the theoretical evidence: You are in a similar age than me, I think, so you still have lots of time to find a good boy. You are not in hurry. So if you accept a boyfriend now, he should be worthwhile. (do you like a short flirt? I don't like it because you spend a lot of effort and money for nothing)
Do you know 细水长流? Believe in this sentence, because if this sentence was wrong then it wouldn't have lasted for such a long time in the Chinese philosophy.

This time,I made a decision myself.
He and I had a conversation.
I told him I should leave him!
At first,he didn't agree with me,but finally,I persuaded him!
I pretended to be happy,but in fact,I felt quite sad and disappointed!
