depends on the context. the verb to sense can also mean that you have a feeling of something that is going to happen in the near future.
the noun sense can mean rationality, but also feeling or mind.
to have the sense means something like to have the feeling or an anticipation, like i said, of something that's probably going to happen.

I hope they'll have the sense to lock the doors and call the police.

Is 'have the sense' correct in this sentence?

hmm.. i don't know if this is grammatically incorrect, but i think sense can mean rationality, but with its other meanings it goes more in the direction of something subconscious. More like perception, notion, idea...
the sentence you formed has more to do with rationality. I'm sorry that i can't answer you exactly Smile but i'm not sure with this.
you could say I hope they'll think of locking the doors and calling the police .

if you want to form a sentence with sense you could say I had an uneasy sense of letting her going home alone ..

hope i could help you a little, maybe some of the native english speakers can answer better than me Wink
greets

Have the sense
I hope they'll have the sense to lock the doors and call the police.
It means:
I hope they will be smart enough to lock etc...

Your mother might say to you if you are going out on a rainy day against her advice, "Well, if you're going out, at least have the sense to take an umbrella."
