dream up usually means to think of something that would not be the first thought in you mind.

the science teacher says to the class, "for your final project for this class, i want you to dream up something that we have not talked about in class, but we have discussed the elements of, and create it."

dream of usually has to do with the dreams in you sleep, but also could be used int he same way.

i dream of you every day.
i would never dream of taking you place in the play because you know your lines better than i do.
