South Africa focuses unprecedented resources on a Madison Avenue-
style HIV-prevention campaign targeted at young people. What is
needed instead is a broad mobilization of civic, religious and other
*grass-roots* communities, combined with clear and committed political

Grass roots is often used for politics. It is when much of the population adopts the cause and works to support it. It is led by the people rather than by the politicians or experts. |
