Dear teachers:

(a) Since our client has not filed this application yet, it is unusual to receive such a notification.
(b) Since our client do not file this application yet, it is unusal to receive such a notification.

Which one is proper?

Using 'did' in the second sounds wrong to me (or even if the grammar is ok, it sounds awkward and unatural).

If you're using 'yet' in that sentence, you should use the present perfect ...

"He hasn't filed the report yet."
"I haven't done my homework yet."
"She hasn't seen that movie yet."
