A half-off bin is a bin (wide open box) where everything in it is on sale for 50% off its regular price. A store will use such a sale bin to get rid of extra stock, usually things that have not sold well because they are old, out of fashion, low quality, or whatever.

Do you understand the allusion used in the context of the sentence?

Actually,I don't really understand the allusion used in the context of the sentence.

The story was roughly like this:
After breaking up with her boyfriend,she decided not to try to save the relationship and sort out who was right and who was wrong .She didn't want to waste time anymore. Then she was looking for a new relationship.

Was their something to do with the half-off bin ?

Oh, I think I get it.
There is a stereotype of women that when they feel bad, they make themselves feel better by shopping (or eating lots of ice cream). So in the story, the woman makes herself feel better after the break-up NOT by cathartic shopping but rather by finding a new guy.

That's my first guess anyway.
