If minerals in the rock interact with dissolved salts present in water to form a new mineral, a chemical change has occurred.
I think 'occurs' is the better choice.
I'm wondering if 'occurs' can be used and the reason 'has occurred' was used. |

Comments:
I can't think of any reason to use has occurred in the sentence that you quoted. I agree with you that occurs is a better choice. In fact, using has occurred makes no sense to me.

occurs is better,because the chmemical change is a fact.can you understand me? i think,the expression that* the chmemical change is a fact*is not right. |

Since the salts & minerals have already formed a new mineral when you see it, the event already "has occured." It is not still occuring when you look at the rock, because the new mineral is done being made.
You would use "occurs" if the sentence was this:
When minerals in the rock interact with dissolved salts, a chemical change occurs. |
