Hi, everyone!
I'm a 23yeas old Japanese man and a postgraduate student who study international development.
To tell the truth, I am very poor at English. So I want a foreign friend who can use English well.

These forums are great places to practise your English. When I was studying Spanish years ago I used to practise like this as well and it was a great help. There is an other site like this too www.Canada-ESL.com . This is one of the most active sites though. I would suggest just keep posting and waiting for people to answer you.
