Is it * the h e l l with it * or *to h e l l with it*?
the one used as an expression.

Grammatically, it should be "to he... er, to heck with it". But when people are using such expressions, proper grammar is not foremost on their minds, so you might still hear people say "the heck with it".

Grammar aside, I think I use the "the" variety and not the "to".
