I don't think so. Here are some possibilities:
What he advised them to do was to improve their communication skills in English.
He gave them a suggestion to improve their communication skills in English.
What he gave them was a suggestion to improve their communication skills in English.
(I would actually probably say, "He gave them a suggestion to improve their communication skills. ) |
