Number one is wrong because your verb for the sentence is "used" and by then extending the sentence the infinitive form "to + verb" (to make) is needed.

Action verbs in past tense (used) don't take progressing verbs (making) in the same sentence in the vast majority of cases. (Or at least I can't think of any.)
