Hi haiseop,
The buyers are imposing a condition before they place the order with the vendor. The proper word is "provided". You can replace it with the synonym conditional word "if".
"We will place our orders with you if you can offer us guaranteed delivery within 4 weeks of the receipt of our order."
In fact, A and B would also work using the conditional "if".
"We will place our orders with you if you could/would offer us guaranteed delivery within 4 weeks of the receipt of our order."
The conditions are:
could you?
would you?
provide you
C is not proper in this sentence because it is not a condition or a demand. It is more a question or a theoretical condition.
Suppose you guarantee us delivery?
