1. Learning Enghish is a lot of fun to me.
2. Learning English has a lot of fun to me.

Both correct?

I don't really know for sure, BMO. Here are some thoughts, though:

1. I think "to me" is a bit awkward, as it's not really needed. Just, "English is a lot of fun," is enough for someone to assume that you mean that it is for you, for they know that it is torture for some other people. Even so, I don't think it is an incorrect sentence. However, if I added "me" in that sentence, I'd use "for me" instead of "to me."

2. Here, I feel even more strongly that you'd need "for" instead of "to." I think then it'd be correct, even if quite unnatural.
