Would you please tell me what is the meaning of this sentence?

That garment comes with a belt. =
a) is worn with a belt;
b) is sold / is provided with a belt.

...just to confuse thing a little, in mid-northern USA, if a person is going to the store and hee would like a friend to go with him, he might say

"would you like to come with?"

to anyone else that sentence is not complete (because grammatically, it's not!", but regionally, it makes perfect sense.
since i'm a student of grammar, i dislike this phrase greatly, and i would say "would you like to come with me?" but on occassion i still hear it.
