Hi,

I am not a certified ESL teacher, but I will try to explain this to you as plainly as possible.

"as thick as fog" usually means the object being described is not easy to understand or literally hard to see through. For example, consider the sentence:

"The plot is as thick as fog."

This could be used to describe a detective novel, where the plot basically evolves around an enigma or mystery that the protagonist attempts to solve.
