confusing "could"

Dear teachers,

I have encountered the following two "could" in affirmative sentences, please tell me the useage and meaning in these cases.

1.Could it be that, rather than increasing an animal's vulnerability, Ray Meddis of London University have suggested this to be the case.

2.We often find in books what we thought and felt, could we have expressed ourselves.

Are they in Subjunctive Mood? Otherwise, is it ok to be at the beginning of a sentence?

As a native speaker, both of these sentences are incorrect. I cannot understand them.

The first sentence is incomplete but it is OK to start a sentence with could it be...?, with the meaning is it possible...?

The second example is more confusing. I want to change the second part to which we could. Even then, the sentence is still not grammatically correct.

Can you give us any other examples?
