If you are planning to study English, I hear Canada and Australia are the most affordable.

...It depends on where you're coming from as to which country you choose. From Indiana to Australia is about $5,000 for a three month program. It's about half of that cost for me to go to Glasgow within the programs that are offered from Purdue University. iitimone7
