What does "has high elbows" mean?
But I think a more accurate point is that the House Republicans in an hour of need have turned to a fresh, old face.

To "elbow" other people out of your way...
Imagine someone trying to get to a sale table in a crowded store...in the frenzy, they are using their elbows to move other people out of their way...not worried about being polite.
In the examlpe you cite..."leadership fights"..."He is very--he has very sharp elbows" = He is very "aggressive". So, a "figure of speech" with "SHARP elbows" meaning : more than usual; extra; super; etc. |
