Not necessarily stronger. Just better. Possible bad qualities are reduced by tempering or mixing with something else.

To temper something means to make it less extreme.

Quote:

This means that she realized that her romantic ideas were often unrealistic.


Here are some more examples of the use of this meaning for temper:

For young and foolish offenders, the state will usually temper justice with mercy.

He was forced to learn to temper his impetuosity and behave with more care.
