Is it right? what does the sentece mean if for is ok?
He wanted to take a photo for children.

It is correct only if he wants to take a photo that will be GIVEN to children in some manner. An example of this is:
He wanted to take a photo for children who had never seen the ocean.
He would use a camera to take a picture of the ocean and later show it to the children.
If he wants to use his camera to take a picture with children IN the picture we would say:
He wanted to take a photo of children.
Another example:
He wanted to take a photo of children playing in the snow.
