What does "trace-making" below mean?

In 1968, the British announced they would leave the Persian Gulf, and conferences on confederation began between Qatar, Bahrain, and the trace-making emirates.

- to follow the foot prints;
persue the course or route taken by

Without more info. re. context........ my guess: follow the example (action) set by the emirites.

another possibility .....

trace: plait, braid; fasten in bunches (as onions or garlic)

Given that the emirates (Trucal) proposed the formation of a federation with Qatar and Bahrain........... allow me to change my guess.

Let me know what your "guess" is.
