A. which B. when

Which refers to things and when refers to time. Since November is the time being referred to here, when is correct:
The baby is due in November, by when (meaning by November) the house should be finished. |

Why is " which " used in the following sentence?
Similarly, the largest planned purchases month is November in which merchandise is purchased in a way that allows the December BOM figure to be at the high level needed for the Christmas selling period. _________________ stone |

It looks like the which there refers to the planned purchases month of November, meaning it is a thing (a month) and not the actual time period (November) being referred to.
By the way, for your first post I rethought it and it is more natural to say "by which time" rather than "by when".
