What does 'the hero seems dangerously close to bats in his belfry.' mean?
Sometimes "bats in the (his/her) belfry" is a term used to mean that someone is crazy. Literally, the phrase refers to flying mammals in a bell tower (!), but the figurative meaning is more important.
And also I'd like to know the meaning of 'seem close to using up the arrows in his quiver'.
almost out of resources, options, things he can do to help himself or others. The hero has almost no arrows (ammunition) left. He is almost weaponless, almost unable to continue the struggle.
Lastly, I would like you to paraphrase the above quoted sentence.
