In this sentence without any change , definitely 'that'.
You could use 'what' and retain the position of the complements/objects.
Then we were surprised to see what Henry took out of a (the?) letter was a million pounds bank-note.
Or if you change the positions a little:
Then we were surprised to see that Henry took a million pounds bank-note out of a letter. |
