The first piece of information that he gave us was the reqirements of Associate Degree.

Was is the right one because the sentence is past tense. Gave is past tense. So, you got it right. However, you made a small mistake elsewhere. Here is how it should be:
The first piece of information that he gave us were the reqirements for an Associates degree.

Hi there!
On re-reading this, shouldn't it be the first piece of information that he gave us WAS (not were) [...] as it is a piece of information and is therefore singular, even though the piece of information provided had plural contents?
I would rewrite it as this:
The first piece of information he gave us was regarding the requirements for an Associates Degree. |

It's an awkward sentence.
If you're able to rewrite it, you may want to say it this way:
The first piece of information he gave us was a list of requirements for the Associate Degree.
PS Be sure to spell requirements with a u after the q! |
