Flab - is fat, particularly the fat ( spare tyre ) that we get round our waists.

If you've ever been overweight and tried to lose a few kilos or pounds, you'll know that it isn't easy to lose them.

However muscles can lose their tone but, with a few days of hardwork in the Gym or out on the track, they can be built up again.

So - muscles come and go - - but flab lasts forever.

but as a famous saying, when do people use this phrase

I wouldn't say that the phrase is ' famous '.

It's reasonably well-known and used amongst people who play sports as a past-time/leisure activity - and, of course, particularly with people who have put on too much weight and are finding it hard to slim and lose that weight again like me!

There are some similar expressions, like "Friends come and go, but enemies last forever."
