The question (to be discussed/ to be discussing) at today's meeting is whether we should postpone the plan till next month.

(Question)

The answer is 'to be discussed' Why is 'to be discussing' incorrect???

(I know 'to discuss' is also OK.)

Presumably because you need the past participle after 'to be' and so to form a passive.
