Q1:Is to right in the sentence?
Do we have to use of instead.
=>They should be more considerate of others.
Q2:If both are ok, what are the differences between to and of in the sentence?

Considerate is speaking of a person and their characteristics.
I think both are ok.Beside these two words, there is still other word (toward) which can use after considerate as a preposition. |

I'm not sure about this, but:
To be considerate of others - This is a general attitude of being polite, not breaking social conventions (littering, speeding, etc.), being pleasant to others, etc.
To be considerate to others - This is more about your attitude when interacting with individuals - more so than your general conduct.
To be considerate of others is more common. |
