In the following sentence "The need for food and resources of all kinds~",
does this 'af all kinds' modify only 'resources', or both 'food' and 'resources'?
Please help me, teachers.

It modifies both. If you don't want it to mean that, reverse the terms:
"The need for resources of all kinds and food~"
