I know the meaning of the subject phrase in a sentence such as "If you present this coupon, ten percent will come off the price. " However, the phrase in a sentence below is quite diffrent. Would you explain?


In 1799, the British government levied a personal income tax of 10 percent to raise money to finance the war against Napoleon, who was coming off a winning streak and seemed to be a direct threat to Great Britain.

Napoleon had had quite a few recent victories. ("coming off of" here = just had had)
