Our criminal justice system is flooded with cases that don't involve dangerous individuals. *Anonymity should be the exception, not the rule*.
What does that mean?
Anonymity should only apply when the dependants are dangerous?

Yes, it seems so. But it is an odd idea, isn't it? I would think that we would want to know the names of the dangerous ones.
Are the two sentences indeed related?
