I went to Canada last week and the scenary was beautiful.
Or
I went to Canada last week and the scenary is beautiful. (because the scenary was beautiful and always will be)

I doubt that the scenery in Canada remains unchanged and beautiful all the time. Anyway, that is and was your opinion which not all people my agree with.

He said he was (is) English. In this case both the tenses are possible.
