| According to the article, European leaders could not reach an agreement. Finally the UK agreed to some changes which at first, they had not wanted. Therefore, the agreement between the European leaders can happen sooner (a deal is closer). |

I regarded " Deal Closer " as the things that help you decide something you can't pick up because there are too many options.
