Now is May 2006, if I want to refer to April 2006, do I say this April or Last April?

You could say one of two things...
If you're are referring to April, 2006 (and this is May, 2006),
You could say either:
"This April..."
or
"Last month".
examples:
"This April I went to my friend's wedding"
"Last Month I went to my friend's wedding"
As the year progresses and months pass,
you'd probably then say"
"This past April..." or "In April of this year..."
If you say "last April", you are usually referring
to April of last year (esp. if its May, 2006)
Many people might be confused still and not now
if you mean this year or last year, so using one
of the above examples will keep things clear.
