Could anyone explain the phrase "grace-and-favour flat" for me? I found it in a British newspaper.

From Wikipaedia:
"A Grace and favour is a house or flat owned by the British sovereign and lent to persons rent-free in gratitude for past services.
They are at times granted to senior politicians: for example, Deputy Prime Minister John Prescott currently (2006) resides in a grace-and-favour home in Dorneywood."
