The following is a script that I dictated listening to a radio program. I couldn�t catch the blank part below. To me it sounded like #1 or #2. From the context, which do you guess is appropriate for the blank, #1 or #2?
1. had ever met
2. have ever met

�Visiting hours� is for all the people that ( ) the deceased who want to come and pay their last respects.

With only those choices I would guess they said "had ever met."
