Is the teacher responsible for motivating students to study? Or is it each student's own responsibility to be interested in learning?

IMHO, the student has the most responsibility since it will ultimately affect the student's future (and we are each responsible for our own fate).

If the teacher is a good teacher, naturally he or she will try to make an interesting lesson that gets the students interested and inspires them to study more. But whether the teacher makes an interesting lesson or not, it is not the teacher's fault if the student prefers to spend his time playing video games or going to drinking parties instead of studying.

Who should be responsible for students'study?

This is a good question,According to Asian tradition, the teathers should be responsible for the students'study, there is old say which teather should be a good mode for his or her studetns.

But in my opinion, the students'parents should also take a big responsibility for students 'study, their children grow up under the environment of their families, their parents behaviors play a very important role for their children, since the birth of their children, their parents 'behaviors have a deep impact on them, they learn language from them, they learn polite manner from their parents. If their parents don't behave well ,they will have a bad impact on them,if their parents behave well, their children will get benefits from a good mode.

I also think whether the students have a better future or not mainly depend on themselve ,they should be responsible for themselves. If they don't take their education seriously, they won't get a good chance to success after their graduation. So students shouldn't blame other people for their educational failure, they must study hard and get better knowledge for their future career.

For primary school teachers, it is mainly responsible to motivate students's study, because those students are still young and less self-controlled, they don't know how much their study means to their futures, they just do everything according to their interests. if they find their study is hard, they would probably give up. therefore, it's necessary for teachers to motivate their interests of study, that way, they can get to concentrate on their lessons.

On the other hand, for high school students or college students, they are mainly responsible for their study. because their are adults already, they should know how important their study is. if they don't, it's mainly their fault.
