It's trope, not troupe -- careful with that extra u.

A trope is a symbol, like a figure of speech or an image. And in this case, it's the image of the creepy child. You expect little children to be innocent and nice, but in horror movies these days, there is a new kind of child -- one who unpleasant to the point of making you feel nervous. They're creepy.

Goose pimples are the bumps you get on your skin when you are cold or scared. Horror movies try to scare you enough to raise goose pimples on your skin.
