That book is the one she wants.

I want that one.

This one is good, that one isn't.

These feel more like "that" as an adjective, since "that" is modifying other words.

That's a very good question. (pronoun referencing "that question")

Mom, I want that, pleeease! (child pointing to something in a store)

That will have to wait. ("That" refers to some item or situation)

Canada's population level is lower than that of the U.S. (this is a more formal/fancy use of "that"; in this sentence, "that" means "the poulation level)

Some pronouns can have an adjectival flavour to them, for instance the possesives (his book, her house) Pronouns like his/hers/theirs/mine/ours/yours are also called possessive adjectives. Nouns too are very common modifiers.
