I think "but that the costs are too high." is a right expression, for 'that' cannot be omitted when it is connected with coordinate conjunction.

Please tell me about this.

My hunch is 'that' is optional in both the clauses.

One correction : it should read as 'environment friendly'

'friendly' is usually preceded by a noun: user friendly, reader friendly and so on.

It may not be completley incorrect to say "environmentally friendly", but 'environmentally' is a longish word, and juxtaposing it with an adverb/adjective might render it cumbersome. "environment friendly" sounds more graceful.

Google results needn't necessarily vouch for accuracy. Infact they can show how common an error is! We can try out even the greatest of blunders in quotes and google can come up with millions of results.

Thank you,LucentShade,you gave a very good way to confirm whether a expression is common or not.
But I have checked both phrase in Google, and my result was quite different with yours.I don't know why.
"environmentally friendly" has 30,100,000 results,
"environment friendly"has 221,000,000.
It seems "environment friendly" is more common.
