I would edit to read:
"There seems to be a great deal of protest" or "There seem to be a lot of protests."
"It seems there is a lot of protest" or "It seems there are a lot of protests."
The difference between "protest" and "protests": The first refers more to the concept of protesting, while the second refers to the occurrences.
