I found the expression (1) in The Japan Times as a headline.

(1) Skeptics abound that alliance is worth the effort.

Context-wise it is paraohrased into (2).

(2) Skeptics abound who doubt that alliance is worth the effort.

Is the expression (1) acceptable or Japanese English?

Yes, it's OK English.
It just means there are lots of them.
