1) How to say i will pay the bill for the dinner, tell my friend not to take my chance and race with me to pay it
. such as" i pay the bill, don't ________!"

There are many things you coud say, Wen. Starting with "don't" though, a few likely choices would be:
... don't you dare! (very emphatic)
... don't even think about it! (very emphatic)
... don't bother. (more matter of fact)
BTW, the first part of the statement would be one of these (any of them are fine):
I'm paying the bill...
I'm going to pay the bill...
I'll pay the bill... |

In my earlier post, I forgot the most likely way of saying that I'll pay the bill: (It's) My treat! (Usually we don't bother saying "it's")
So... My treat! Don't you dare reach into your wallet.
