Hello, everyone.
Recently I'm studying English.
When I studied English in Business section, I had got some question.
If you don't mind, I'd like to ask you to help me.
My question is...
1) 'Amendment to the budget bill' is a frequently used word?
2) 'Amendment to the budget bill' is grammatically correct?
Or 'An Amendment to the budget bill' is grammatically correct?
3) 'fiscal year' and 'budget year' have a same meaning?
If there is a difference between the two, can I ask what it is?

Amendment can be countable (as an article of a legislative or similar regulation or legal document) or uncountable (as a process), so both are grammatically correct (though you have not supplied context) and commonly used in the appropriate situations.
A fiscal year is the financial year, which normally-- but not necessarily-- coincides with the budget year.
